Having adopted nuclear power generation in the 1970s, China is now operating 11 units with a total capacity of 9 million kW and the 20 units are under construction in 2008. In October 2007, China's National Development & Reform Commission (NDRC) announced a medium-to-long-term development plan to increase the generation ratio of nuclear power facilities from its current level of 1.2% to approximately 40 million kW (4%) by 2020, and to continuously increase the ratio in the future.

To increase the ratio of China's power that is generated by nuclear power plants, China is focusing on the introduction of AP1000, the 3rd-generation plant, and the reproduction of the existing CPR1000. In particular, the country plans to introduce Westinghouse's AP1000 nuclear power technology (U.S.), and on this basis, achieve nuclear power technology independence by developing an advanced PWR type, the intellectual property rights for which will be held by China. Like China, Korea also introduced nuclear power generation in the early 1970s with the commercial operation of Kori unit 1 in 1978. 20 nuclear power units are currently being operated, with six new units under construction.

Moreover, Korea has made constant efforts to attain technological independence. In 1995 OPR1000 was developed, and in 2002, APR1400, the 3rd-generation plant, was developed and applied to Shin-Kori units 3&4, upgrading Korea's nuclear power technology. Based on the experience and technology Korea has accumulated through the continuous construction and operation of nuclear power plants, KHNP has executed many joint projects in various areas, starting with the support for the operation and maintenance of Guangdong plant in 1993, and continuing to the technical support, education and training for the construction of the primary system of the plant for Guangdong Power Engineering Corporation (GPEC, China). Under its present nuclear power plant development policy, China plans to continuously expand the construction of nuclear power plants on a large scale.

As the country needs experienced manpower to support this policy, it is expected that China's cooperation with Korea, a country with abundant experience in the construction and operation of nuclear power plants, will be expanded.
